Tukui had no WoW Forever build when we last checked, but ElvUI, from the same team, does. If you came here looking for a Tukui-style interface, ElvUI is the easy choice. Don't force the old Tukui to load. Its add-on page shows our latest check.

Tukui and ElvUI

ElvUI grew out of Tukui. Tukui is the more minimal of the two, with fewer options. ElvUI has one large options window that covers nearly everything. Both come from the Tukui project's own site, rather than the big add-on sites, which is why you may not find them in your add-on manager.

The Tukui site and the Tukui add-on are two different things, and that's the usual source of confusion. Tukui's site is where you download ElvUI for Forever.
