Masque changes the look of buttons in addons that support it (and the default bars), using separately installed skin packs. It doesn't move anything; it only restyles.
Install Masque plus at least one skin addon to see a difference.
Installing
Download it from the author's page (links under Quick Facts), extract it into _forever_/Interface/AddOns and restart the game. The install guide covers the folder, add-on managers and what to do if it doesn't show up.

Where do I download Masque?
From the author's official page on Wago. We never host add-on files. Put it in the Forever AddOns folder, not retail.
